The DeVille trim fits over the gas door as it stands, without drilling. According to QAA, its tape holds for a lifetime and does no damage to the vehicle's surface.
Paint on a nineties sedan
The tape grips the paint on the fuel door, so after this many years, check that paint for fading or thin edges. Inspect closely and repair any peeling or bubbling first. Confirm the door latches and sits flush.
Install
Wash, rinse, and degrease the door face, repeating the degreaser to clear old wax. Let it dry. With the door shut and the liner on, center the trim so the paint border is even; a helper standing back makes this easier. Mark the spot with painter's tape on the body. Peel, set, and press firmly across the whole face, then again a minute later. Open the door slowly to confirm it clears. The Installation tab has full steps.

The rocker kits are big jobs with six or ten pieces each. The gas door trim is one flat part, so it's a quick way to see how polished stainless looks against your DeVille's paint before committing to a full side treatment.
