26-gauge 304 stainless steel with a mirror polish. The finish is the steel, not plating, so there is nothing to peel.
Mounting
Whether the car is a 700, 9 Series, S90 or V90, the four covers sit on the existing surface by way of 3M automotive-grade acrylic foam tape. QAA says that tape will hold for a lifetime with no harm to the Volvo.
Preparing older paint
Clean off any old wax and polish on them first. Wash the pillars, dry them, and wipe with a wax-free cleaner so the tape meets clean paint. If the paint is flaking where a cover will go, repair it first; tape is only as strong as the surface under it.
Installation

Fit the first cover and look along it from the front and rear of the car. Then place the remaining covers to match, using door edges and window corners as reference points. Keep fingertips off the exposed adhesive, and press only once a cover is exactly where you want it.
